“And these words which I am commanding you today shall be upon your heart.”
The Kotzker Rebbe wondered why it doesn’t say to place the words within our hearts – why just upon them?
He answered that in truth, our hearts are not always ready to absorb profound ideas such as knowing Hashem and loving Him. Therefore, the Torah urges us, despite our preoccupation with worldly matters, to at least strive to have His words upon our hearts.
There are always times in life when our hearts open and become more receptive to these concepts. When that happens, their more superficial presence will be able to then enter and more deeply penetrate into our hearts.
