Rabbi Yehuda Loew, the Maharal of Progue, Gur Aryeh al HaTorah, loc. cit.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>One should not conflate this prohibition with the fact the Sages [created Rabbinic fences around the actual Biblical commandment to prevent transgression of the actual Biblical commandment,] such as distancing people from forbidden relationships, or categories of forbidden activity on Shabbat. For if these are conflated, then we must assume that, \u201cyou shall not subtract\u201d includes cases where a person fails to fulfill a commandment, which is illogical; in such it case it simply means that the person did not fulfill the commandment, not that he has actually removed one mitzvah from the Torah. \u201cYou shall not subtract\u201d means, \u201cyou shall not add to the mitzvah itself\u201d, such as 5 strands in the <em>tzitziot<\/em>, etc. and all Rabbinic commandments, such as the lighting of Chanukah candles is not intended as an addition to the Torah, but a publicizing of the miracle; it is not a mitzvah that is added to the mitzvot of the Torah. This is true of all Rabbinic decrees; they are not additional mitzvot, for the prohibition against adding is only where what is added is intended to be considered equal to the Biblical commandments.
